Somaliland Non-State Actors forum SONSAF is a leading civil society platform that aims to engage all Somaliland Non-Stat actors by improving their capacity and position. Since its establishment in 2008, SONSAF’s mission and primary objective are to enhance non-state actor’s voice through better coordination and networking that contributes to helping Non-state actors to possess a vibrant space in policy dialogue arena especially, peacebuilding, security, democratization, development sustainability and have concrete influence in formulating policies that address the needs of all citizens. Overall, civil society and nongovernmental organizations (NGOs) can influence individual behavior and the institutions involved in all development sectors.

SONSAF is awarded an eighteen-month project entitled Peaceful Elections (PEACE)’. The eighteen months project is funded by the European Union and has two main objectives:

  • Monitoring and reducing electoral tensions through Election Situation Room (ESR) across Somaliland and
  • Increasing Women’s, youth and minorities participation in Somaliland’s electoral and governance processes in the pre-election, election and post-election periods


Under the overall guidance of the Program Manager, the Statistical Consultant will be responsible for the activities of the ESR data analysis ensuring high quality and timely inputs, and for ensuring that the project reports maintains its strategic vision and that its activities result in the achievement of its intended data reporting is accurate and developed timely manner.

SONSAF is seeking a Statistical Consultant who is well versed in working with civil society organizations (NGOs) and possess knowledge in key areas of Data analysis.


We are seeking a talented and hardworking statistical consultant. As a statistical consultant, you will be consulting with SONSAF management on their data reporting needs, analyzing data using statistical modeling, and presenting your findings on the ESR system.


To be successful candidate as a statistical consultant, you should have excellent mathematical skills, experience with data analytics, and the ability to spot data trends. Ultimately, a top-rated statistical analyst is able to extract accurate and meaningful data that can be used to make important project reports.


Duties and Responsibilities

Under the supervision of the Program Manager, the Consultant will perform the following tasks:   

  1. Review the Peace Project Strategic Plan and fully understand the context under the project indicators were designed;
  2. Monitor the online data entry / monitoring systems, mainly the ODK linking platform, Project Markers, Results Oriented Analysis Reports, programme and project data, Evaluations Resource Centre, and Transparency and various Power BI-based dashboards;
  3. Review the reports and project data, and evaluation data and other performance data and conduct data cleaning in consultation with the monitoring and evaluation officer.
  4. Review the ODK indicator calculation procedures and other performance data and produce data analysis for the overall Reports of the Administrator by 31st May, 2021.
  5. Contribute to performance data quality assurance, analysis, data visualization and SONSAF support.
  6. Setting parameters to disqualify non-usable data.
  1. Presenting reports to monitoring & evolution officer, to the program manager and the executive director.
  2. Evaluating the success of the ESR decisions based on data trends.
  1. Perform other duties as may be required.
  2. Fetch and analyze data from ESR agents and Field work election observers.
  3. Provide post-election analysis and generate a full report (Post Election Report)

Required skills and Experience

Academic qualifications:

  • Master’s degree or above in Statistics, Data Science, Public Policy, Social Studies, Computer Science or a related filed required.


  1. Minimum 3 years of work experience in data analytics and/or in related field is required.
  2. Demonstrated experience in handling large datasets and quality assurance is required.
  3. Proficiency with data analytics and statistics tools (for example, Microsoft Excel, STATA and/or R) is required.
  1. Familiarity with EU rules and regulations and reporting requirements preferred.
  2. Familiarity with NGO’s financial and project management systems and data is an asset.
  3. Data visualization skills with Power BI and/or other business intelligence systems is an asset.
  4. Knowledge of Visual Basic is an asset.
  5. Knowledge of programming language (Python, C, SQL, etc.), and/or any other analytical tools is an asset.
  6. Knowledge on machine learning algorithms and application of machine learning to data analytics is an asset.
  • Ability to perform effectively under high pressure, hardship conditions and long working hours.
  • Excellent communication skills, both verbally and in writing, is essential.
  • Fluency in written and spoken English and Somali

Institutional arrangement

The consultant will work under the guidance and direct supervision of Program Manager, M&E and will be responsible for the fulfilment of the deliverables as specified above.


  • The Consultant will be responsible for providing her/his own laptop.
  • The Consultant will be given access to relevant information and data necessary for execution of the tasks under this assignment.
  • If the Consultant will be required to work remotely, the consultant will engage with the Supervisor regularly.
