Sool and Buuhoodle Voter Registration Preliminary Findings

The voter registration of the upcoming March 2017 presidential and House of Representatives elections has peacefully started in Sool region and Buuhoodle district on 23rd August 2016. Voter registration has been successfully completed five regions of Togdheer, Awdal, Saaxil, Maroodi- Jeex and Sanaag and Sool region is going to be the last region that its people are registering in order to participate Presidential and House of Representatives elections in Somaliland.

SONSAF published a Somaliland pre - election Report 2016 - 2017. The report which consists of 96 pages focuses on the voter registration process, legal framework, electoral process assessment and captures all aspects pertaining to the pre-election period of the upcoming elections.

On July 11th 2017, the Representatives from Somaliland Civil Society Election Forum (SCISEF) convened half-day meeting at the Office of Somaliland Non State Actors Forum (SONSAF) in Hargeisa. The objective of this meeting was to discuss the voter cards distribution process.

Somaliland Non- State Actors Forum (SONSAF) was leading subsequent policy interventions in the areas of the extractive industries, these policy interventions aimed at promoting good governance and regular citizens’ participation in policy and decision-making process. The initiative of SONSAF on the national extractive sector commenced in 2013, since then, SONSAF successfully hosted four forums on national extractive sector including this conference.

On 30th March 2017, SONSAF and officials from the Ministry of Trade and Investment organized a validation meeting on review of the Somaliland Foreign Investment Law. This meeting was pursuant of five consecutive days meeting for analyzing, reviewing and developed a comprehensive foreign investment law.

On March 29th 2017, SONSAF has conducted the fourth extractive industry national consultation forum as follow up meeting that civil society wants to make sure that policy recommendations have been implemented and reflected on the ground.Indeed, this was a golden opportunity which all key actors come together and discussed issues around the sector.

On February 8th - 9 th 2017, SONSAF hosted two days conference on Justice Sector and Human Rights in Hargeisa, the main aims of the conference were to showcase the progress of the Somaliland Justice sector and explore the challenges and constrains that the Justice sector experienced, evaluate current human rights situation in Somaliland as well as draw recommendations in each areas of the justice and human rights sector. Press- statement on Justice, Media, Human Rights and Elections Somaliland Civil society held a meeting yesterday 23th February 2017 at SONSAF office, the objective of the meeting was to discuss on the issues of justice, media, human rights, droughts,elections and the establishment of Somaliland civil society committee on justice and human rights.In particular, the meeting focused on strengthening the issues of justice, especially the need for police reform, as civil society assumed that police has mandate to reinforce rule of law.

SONSAF organized two consecutive days consultation conference on Justice Sector and Human Rights. Participants of the conference were from Somaliland Supreme Court and Lower Courts, Ministry of Social Affairs, Ministry of Planning and Development, Law Reform Commission, Solicitor General, Somaliland National Human Rights Commission, Somaliland Lawyers Associations, Civil Society Organizations, Parliament, International Community including European Union, UNSOM and British Office in Somaliland, Universities, Somaliland Journalist Association (SOLJA), and other stakeholders.

1. Preamble: The conference to review the Somaliland electoral process took place at the Ambassador Hotel, Hargeisa from the 7th to the 8th of December 2016, attended by Political parties, Members of the Parliament, Donors, Civil society organizations, the National Electoral Commission (NEC), Universities and Intellectuals. The implementation of genuine and periodic elections was a constitutional duty since the adoption of Somaliland Constitution on 31st May 2001.

Somaliland Non- State Actors Forum (SONSAF) and Somaliland Society in Europe (SSE) held extensive discussions during the months of September and October of this year. These discussions focused on the electoral process and the need for timely, free and fair elections to be held on 28 March 2017.
